Renewal lead times differ enormously. Mandatory training is a same-week fix. A DBS can take eight weeks. Registration is entirely in the worker's hands and cannot be chased by anyone but her.

Wrenmark does not have to wait for Ravensworth to notice. Substitutes are filtered against each client's own standard rather than a general one, and the offer goes out before the cancellation window closes. The other eight shifts have more time and are queued behind these. St Editha's is thin because the theatre competency sign-off cuts the pool to two — which is a recruitment brief, not a Tuesday-afternoon panic.
Every client has its own compliance standard. Grace is fully compliant for one and short for another, on exactly the same file — because the framework asks for things the care home does not, and the private hospital asks for something neither of them do.
