The evidence chain

The customer got the certificate value off the price on the day they signed. Everything after that is Wattlebank's risk.

The discount is given at the point of sale, months before the certificates exist and weeks before they can be traded. That is how the whole market prices, and it means every job carries the certificate value as an unsecured receivable until the paperwork clears.

Requested 16 Jul · retailer has not scheduled it · customer exporting for nothing
The install went perfectly. The crew was on time, the accredited installer was on site all day, the certificate was lodged the next morning. What did not happen was somebody standing on the roof photographing serial numbers, because nothing on the job sheet said they had to.
Three items are missing and two are not usable. Six panel serials are unreadable in the photographs, the battery serial was never captured at all, and the array photograph was taken from the ground so the panels cannot be counted. None of it can be fixed from the office — somebody has to drive back to Ipswich and get on the roof.

Every one of these is a thirty-second job on the day and a half-day job afterwards. Wattlebank's rule would be that a crew cannot close a job on the tablet until the pack is complete — the same way they cannot leave without testing the system.

Thirty-four days is the average, not the exception. Every one of those days is certificate value sitting on Wattlebank's balance sheet as a receivable that has already been given away, exposed to a spot price that moves.

Trading

Certificates are created, then sold. The price Wattlebank discounted at the quote and the price it eventually receives are two different numbers, set weeks apart.

Not started 63 jobs are in the same position, holding $179,000 of certificate value that cannot yet be created.

Four jobs could not evidence that the accredited installer was on site. That is a different order of problem from a blurry photograph — it goes to accreditation, not just to one job's certificates, and it is the finding that ends businesses.
Fifty of the seventy-four failures are a photograph or a number that a phone could have captured correctly on the day, for free.

$211,000 on revenue of $11.1m is most of a crew for a year. It is also almost entirely preventable with a phone and a checklist that will not let a job close without them.
